The new concrete coping is in and being cleaned up with tile and setup of the fire hydrant planned this week as well. The plaster subcontractor is slated to start Monday 6/8 so right now the earliest opening date would probably be the week of 6/15. This is still weather dependent, but the forecast looks good in the near term. We should be able to publish the updated pool rules very soon and have key card signups next week (possibly one this weekend also).
Quick pool update. In working with the KCMO Health Department and Northland Pools, the board is starting to get a handle on how the pool season will look different this summer. The board met last weekend and here are a few highlights we know will be part of the plan. A full list of 2020 pool rules and restrictions will be provided at the time of pool key signups. We are targeting a drive-through method for pool keys likely starting on 5/26.
The board hopes that all of our neighborhood residents are staying safe during this crisis. The board has decided to postpone the Spring newsletter until we receive more information specifically around the operation of the pool this summer. In the meantime we wanted to provide the following updates:
Spring Garage Sale – The spring garage sale is typically the weekend before Memorial Day, however in discussion with the other HOA’s around the area we have decided to cancel the spring sale for this year. We are still planning to hold the fall sale the weekend after Labor Day provided garage sales are permitted at that time. Pool Renovations – The pool renovations are ongoing, and we have been assured by Northland Pools that the pool will be filled and functioning by Memorial Day weekend. We have been in continuous contact with them regarding the schedule and progress to ensure the process is moving forward. The demolition of the old coping and tile along with the installation of the new skimmers has been completed, the next steps will be to remove the old plaster and pour the new concrete coping. Once the concrete is in place the new plaster and tile will be installed. Pool Season – The board is still waiting to hear from the Kansas City Health department about whether pools will be allowed to open this summer and if so, what the new guidelines will be. As soon as the board receives that information and has a chance to adapt that information to our pool we will pass that along to all of the residents. While we are hopeful the pool will be open at some point this summer, everyone should anticipate that there will be changes to how the pool operates from years past in order to address the concerns around limiting the spread of COVID-19. Hopefully we will have more information to share on this in the next few weeks. Dumpster – Because of heavy usage during the weekends (and unfortunately some non-resident use) the dumpster will remain locked during most of the week. The dumpster will be available on Thursday evenings for those that would like to use it. We ask that everyone limit what they place in the dumpster at one time so that those residents that wish to use it have the opportunity. Board Meetings – We are not planning to have an official board meeting for May in order to abide by the current gathering restrictions, but we are hopeful that our regular meeting can resume again in June. Dues – Assuming we are given permission to open the pool we are planning to do key card sign ups, so if you are behind on dues or unsure we encourage you to reach out to the board to verify your dues status prior to the start of key card sign up. To all of those residents that have paid, thank you. If the COVID-19 crisis has affected your income and you still have an outstanding dues balance please let the board know that as well and we will do our best to work out a plan with you. Covenants & Restrictions Updates – Since the vote in January received a majority of yes votes but did not meet the minimum quorum requirements, the proposed new versions for the Covenants & Restrictions did not pass. Per the current documents the Covenants & Restrictions may only be changed during an annual meeting, so the current plan is to bring these up for a vote again in November at the 2020 Annual meeting. This includes items such as increasing fence height and allowing sheds. The discussion about an annual dues increase will also continue as a vote on a future dues increase will most likely be included in November as well. The information for the vote on new covenants and bylaws at the annual meeting in January went in the mail this evening so look for it this week. The board included a proxy form and an absentee ballot if you would like to cast your vote in one of those fashions. The absentee ballot needs to be notarized or will be considered invalid. The final version of documents we are voting on are available here for the Covenants and Restrictions and here for the Bylaws, or we can provide a hard copy on request. The board did pass a budget at the December meeting that is negative enough to eat up most of our reserve in 2020 so we would like folks to come to the meeting to discuss that as well. We are always looking for some new board members and those votes will be done at the January meeting as well. The board has posted the proposed new Covenant & Restrictions document for review and comment along with the proposed revised By-laws. A vote by all members of the Association in good standing is planned for January 26th, 2020.
The structure of both documents is very similar to the current documents, with updates to make the documents more relevant to the current status of the Association. Some highlights include increasing fence height to 6 ft for some types of fences and allowing sheds. The board has also decided to include an increase in the annual dues since the last increase was in 2011 and the operating costs for the Association continues to increase each year despite the boards best efforts to minimize cost.
